Blue Finance

Blue finance is the practice of connecting financial decision-making to ocean outcomes. It asks how lending, investment, and capital allocation influence the health of marine systems, and what tools and frameworks exist to make that influence more deliberate.

Financial decisions determine ocean outcomes in ways that are seldom made explicit. A loan, an investment mandate, or a budget allocation does not act on the ocean directly. It acts through the businesses, infrastructure, and activities it funds, each of which carries consequences that extend into marine systems that standard financial analysis does not capture.

This section examines how those connections work, what instruments exist to make them deliberate, what effective blue finance looks like when it moves from principle to practice, and where the limits of finance still lie.
